Relief to property buyers as circle rates cut 50 pc

DEHRADUN: In a bid to provide relief to property buyers in the state, the Cabinet today announced a 50 per cent reduction in the circle rates.

In a bid to provide relief to property buyers in the state, the Cabinet today announced a 50 per cent reduction in the circle rates.

Carrying out all-round revision in the circle rates, the government has decided to keep 2012 as the base year for formulating changes in the circle rates announced in 2016,

“There were several complaints from the public that they found the rates too high. The revision of the circle rates has been taken to make them more realistic,” said Shatrughan Singh, Chief Secretary.

For carrying out the revision of the rates, 2012 will be the base year and 40 per cent will be the base rate for carrying out hike in the circle rates.

Where ever the rates are less than 40 per cent, the circle rates will not undergo any hike. In places where the increase has been 80 per cent or more, it will be first brought at the base rate of 40 per cent and then the circle rate be calculated. The formula will be applied in places where there is a hike of 120 per cent or more.

Further for calculating circle rates based on the width of the road in areas on the road side, the hiked circle rates has been reduced to 5 per cent, 10 per cent and 15 per cent. Earlier it was 10 per cent, 20 and 30 per cent.

Further the government has also reduced the construction and land rate set for buying property from Rs 18,000 sq metre to Rs 15,000 sq metre. This rate is quoted at the time of paying registration money.

The government has also decided to revise the water rates and the quantum of increase or decrease will figure in the next Cabinet meeting.

The other important decisions include agreement on long-term power purchase agreement for gas-based projects established in Kashipur for 25 years.

A new initiative for empowering women was announced under the CM’s Women Self-Help Groups (SHGs) Empowerment Programme.

Under the scheme for creation of community assets through MGNREGS, women self-help groups will be provided Rs 25,000 through bank linkages. The women groups engaged in traditional crafts and traditional cereals will be given an additional bonus of 5 per cent. An increase of 20 per cent honorarium was announced for MGNREGS employees.

Further the government plans to expand the Indira Amma canteens from 16 to 100 being run by SHGs.

Bank accounts with Rs 5,000 will be opened for all Mahila Mangal Dals in the state. These Mahila Mangal Dals will be given priority for carrying out works whose total cost is Rs 3 lakh.

As a one-time incentive, hawkers will be provided bicyles and those in the hills raincoat, boots and umbrella.

Honorarium of employees of UPNAL increased to Rs 3000. The limit on waiver of stamp duty incurred while purchasing agriculture land has been raised from Rs 1 lakh to Rs 5 lakh.
